So yeah, with the right team and system, you can get a quality starter late rd 1 and even beyond that. Will to get an all time great? Rare for that to happen, but it has. You already referenced Montana, could add Marino who was the last pick in rd 1. However, if fans expect the Rams to fall into a HOF QB, I got news for you... likley wont happen. Can they win with a Purdy or Hurts level player? Sure. We have seen other organizations do so.
