Snead is reportedly the one who led the push for Simpson, which apparently led to McVay being sold on him, but you do make a good point. While Snead was the GM during the Fisher era, he primarily would facilitate acquiring players that Fisher wanted, so it's likely that Mannion was Fisher's call.
 
They don't necessarily need more receivers...at least not for 2026. Hell, they let Tutu go without a 2nd thought.

They're going to lean into 13 personnel.
